GROVE CITY REGULAR COUNCIL MEETING                             

October 12th, 2020 @ 7:00PM     MEMBERS PRESENT- Martin, Halterman, Evenson, Peterka, Hudec                                               ABSENT-None

AGENDA:  Council Member Halterman made a motion to approve the consent to agenda and the minutes from the September 14th, 2020 council meetings, and Council Member Peterka seconded the motion.  Motion carried with all members voting in favor.

VISITOR RECOGNITION AND PUBLIC COMMENT

VARIANCE FOR JOE CHUPP: Mr. Chupp had applied for a variance for his property located on Pacific Ave, Lot 3, Block 10. The current zoning of the property is Industrial, and he would like to see it changed to Commercial, and would like to change the rear lot setback to from 15ft to 0ft. His plans are to remodel and add on to his current building in order to be able to use it more profiecntly for his business. Clark informed the council that she had notified all property owners within 350 feet as required, and that no owners had objected. Council member Peterka made a motion to approve the variance for Mr. Chupp, Hudec seconded the motion. Motion carried with all members voting in favor.

Hunter from DSI came to the council meeting to discuss the grant for South Grove. It was established that there is no conflict of interest from any of the council members. Council member Hudec made a motion to approve the City of Grove City’s Citizen Participation Plan, which allows for citizens to have input by holding two public hearings in regards to the grant. Evenson seconded the motion. Motion carried with all members voting in favor. There will be a public hearing on Monday, January 11th, 2021 at 6:30pm.

The city is required to commit money to the project if the grant is approved and funded, and the city already has $7,242 from a previous DEED grant. Council member Peterka made a motion to commit the $7,242 to this project, Hudec seconded the motion. Motion carried with all members voting in favor. Council member Evenson made a motion to submit the preliminary proposal for the grant, Evenson seconded the motion. Motion carried with all members voting in favor.

Michael Sordahl came to the council meeting to discuss some lot adjustments that he would like to make to his property on Lindstrom Ave. Sordahl will need to work with a surveyor to go through the platting process, but council informed him they had no objections to his changes. Council member Peterka made a motion to approve his lot line changes, Hudec seconded the motion. Motion carried with all members voting in favor.

OLD BUSINESS

CARES ACT FUNDING: Council member Hudec made a motion to approve giving the CARE Office $3,000 of the CARES Act funding, Peterka seconded the motion. Motion carried with all members voting in favor. Council member Hudec made a motion to purchase 2 AED’s with the CARES funding, Halterman seconded the motion. Motion carried with all members voting in favor. Hudec made a motion to purchase 6 IPADS for the council and clerk with the CARES funding, Martin seconded the motion. Motion carried with Halterman, Evenson, Hudec, and Peterka voting in favor, Martin voted no. The IPADS will be used to meet remotely as needed during the Coronavirus Pandemic.

NEW BUSINESS

DANCE TEAM: Mayor Martin made a motion to allow the ACGC Dance Team to use the South Grove Gym for practices. The school will be in charge of all disinfecting and sanitizing daily after dancer’s use, and the city would like the dancers to be limited to the gym and bathrooms only, no use of the bluebird and cardinal rooms. Hudec seconded the motion. Motion carried with all members voting in favor.

SHERIFF’S CONTRACT: Council member Halterman made a motion to approve the 2021-2022 Law Enforcement Contract between the City of Grove City and Meeker County Sheriff. Council member Evenson seconded the motion. Motion carried with all members voting in favor.

WINDMILL PARK: Hudec and Clark presented the council with three different options for playground systems. Council member Peterka made a motion to approve purchasing a Rainbow Play System for the Windmill Park, Evenson seconded the motion. Motion carried with all members voting in favor. The total cost of the playground equipment was $27,498. The city currently has $13,250 received from the American Legion from the gambling profits per city ordinance, and those monies need to be spent on things such as activities for the youth. The cost to the city after using these funds would be $14,248.

STAFF

SHERIFF: Deputy Swisher stated that there were 28 calls last month. The council inquired about switching up Deputy Swisher’s schedule.

CLERK: Clark informed the council that the Fire Department will be holding a fire drill at South Grove on Monday, November 2nd at 6:30 pm. Clark also presented the council with the two offers that she had received from the insurance companies in regards to accidents that had happened regarding electric poles.

PUBLIC WORKS: Public Works supervisor Roering informed the council that Mark Kellen would like the easement on his property reduced. The easement currently covers his whole property. Roering has been working with Kellen to establish an easement that covers any area the city may need to access. Council member Peterka made a motion to approve a reduced easement, Hudec seconded the motion. Motion carried with all members voting in favor.

MAYOR MARTIN: Martin presented the council with a letter that he would like sent to South Grove residents in regards to security concerns. Martin asked Roering that streets be cleared by 6 am this winter season. Mayor Martin made a motion to have Brian Peterka continue with the mowing up by the ponds for the next 3 years, Halterman seconded the motion. Motion carried with Martin, Evenson, Halterman, and Hudec voting in favor, Peterka abstained.

HUDEC: Council member Hudec brought up the drainage issues in the alley behind his house. Hudec will contact the other residents that are being affected and attempt to come up with a solution to get it fixed. One option discussed and approved was to have Gordy Larson haul in some crushed concrete and the city will pay for the materials.

ADJOURNMENT Council member Peterka made a motion to adjourn the meeting, Hudec seconded the motion.  Motion carried with all members voting in favor.

*Snow will be here before you know it! The city ordinance allows for vehicles to park on the streets anytime of the year, however, during a snow emergency, no vehicle shall be left parked on any street between the hours of 12 am and 6 am. A “snow emergency” is defined as the 24 hour period immediately following a snowfall of two or more inches within a 24 hour period, or such time as is otherwise required to complete snow removal activities on the streets within the City of Grove City, whichever period of time is less. Parking of vehicles on streets may be resumed on individual streets as soon as all snow removal activity on that street has been completed.
