GROVE CITY REGULAR COUNCIL MEETING                                                                           February 11th, 2019 @ 6:30PM   MEMBERS PRESENT- Martin, Halterman, Evenson, Peterka,                                                                              ABSENT-None

Resolution 2019-3 Declaring a Vacancy: Council member Peterka made a motion to approve Resolution 2019-3 to declare a vacancy, Halterman seconded the motion. Motion carried.

New Council Member Interviews: The Grove City Council members interviewed two applicants for the open council member position. Two people applied for the position, Adam Weseman and Jesse Hudec. Council members took a vote and appointed Jesse Hudec to fill the vacancy.

Resolution 2019-4 Resolution for the Appointment of Council Member: Council member Peterka made a motion to approve Resolution 2019-4 appointing Jesse Hudec to fill the vacant council member position. Evenson seconded the motion, motion carried.

SWEARING IN OFFICIALS: New Council member Jesse Hudec was sworn into office by City Clerk Clark.

AGENDA:  Council Member Halterman made a motion to approve the consent to agenda and Council Member Evenson seconded the motion.  Motion carried.

VISITOR RECOGNITION: Andrea Dallman came to the council meeting to ask the council to consider contributing funding for new handicapped doors at South Grove. She was awarded a $10,000 grant to help with the cost. She brought an estimate from Arrow Glass that she had received which came in at $23,000. She also had an estimate for $17,320 but that was for both doors being handicapped, and was from August of last year. The council asked her to look into other door options that may lower the cost and bring the options back to the council. They also asked Clark to look into the budget and see what the city could possibly contribute.

OLD BUSINESS

BRAUN PROPOSAL: Clark informed the council that she had spoken to the attorney, and that he suggested we retain Braun to evaluate the pavement, and then the city can do a deductive change order backing out from payments due Reiner any cost that Reiner would have incurred in doing some of the same work as a matter of the contract. Council member Evenson made a motion to approve the Braun Proposal, Hudec seconded the motion. Motion carried.

LEASH LAW: Council member Peterka made a motion to change the city’s ordinance regarding its leash law. The new ordinance would not require a leash if the dog can follow voice command, however they would need to be within 12 feet of their owner/handler. Peterka made a motion to change the ordinance, Hudec seconded the motion. Motion carried with Peterka, Hudec, and Halterman voting yes, and Martin and Evenson voting no.

NEW BUSINESS

2019 MN CODE OF ORDINANCES: Clark informed the council that the City hadn’t updated the ordinances since 2010. The ordinances are reviewed every few years, and updated to make sure that they are compatible with any changes in the law. The last update that was done in MN was in 2014, but for whatever reason, the city didn’t adopt them. The MN Code of Ordinances has been updated for 2019, and Clark recommended the city adopt them. Peterka made a motion to adopt the 2019 MN Code of Ordinances, Evenson seconded the motion. Motion carried.

SOUTH GROVE GYM: There has been an issue with people going in and using the gym without notifying the city and not paying the rate that all others pay to use the gym. The individual has been talked to and won’t be using the gym again. The council decided that the public was welcome to use the gym during the normal work hours of the CARE Office, but anything on nights and weekend still needed to be paid for.

The gym floor also needs to be refinished. Tom Fordyce at the High school told Roering that if the city purchases the chemicals, the school staff will take care applying the chemicals. Hudec made a motion to refinish the gym floors at a cost of $1,159.75, Martin seconded the motion. Motion carried.

STAFF

RESCUE: Rescue Chief Thomas asked for approval to take 4 members of the rescue squad to the annual training conference. Council member Halterman made a motion to send the Grove City rescue members to the conference, Hudec seconded the motion. Motion carried.

SHERIFF: Deputy Swisher informed the council that there were 36 calls in the month of January. The council asked Swisher to attend the council workshops. The next council workshop will be Friday, March 1st at 9 am.

CLERK: City Clerk Clark informed the council that the annual local board of appeals and equalization meeting will be held on April 8th at 9 am in the community center. Clark also asked for permission to order two new Christmas decorations for poles. Council ok’d purchasing two new ones. Clark also asked the council if they were willing to have Stephan Froehlich from the fire department to update the City website. Stephan offered to update the site for free, and is willing to show Clark how she can update the website as well. Council gave the ok to have Stephan update the city website.

NELSON: Council member Nelson informed the council that he was resigning from the council effective immediately. Council member Evenson made a motion approving Nelson’s resignation, Peterka seconded the motion. Motion carried. The council thanked Nelson for his time spent serving the community.

ADJOURNMENT Council member Peterka made a motion to adjourn the meeting. Hudec seconded the motion.  Motion carried.
